Board of Supervisors
DAVID DEMAROIS
Chairman
Born in Wellsville, New York, David has lived in Palm Beach County since 1957. David has retired from Palm Beach County Fire-Rescue, with 30 years of service, and currently serves as a Reserve Deputy Sheriff with the Palm Beach County Sheriff’s Office.
In 1968, David was drafted into the United States Army. He served in the Army from 1968 through 1969, achieving the rank of Sergeant E-5. David was awarded several Medals, is a Vietnam veteran and served with the First Infantry Division. After returning to Palm Beach County out of the Army, David owned Gold Coast Ambulance from 1970 to 1973, prior to becoming a firefighter.
David has been married to Cheryl for 32 years and they have two daughters, Kimberly, 28 and Karen, 22. Among David’s favorite pastimes are RVing, in addition to serving the public as a Reserve Deputy Sheriff. David is in his fourth term as a Board Member with the Water Control District, and is grateful for the opportunity to serve the citizens of Loxahatchee Groves. David and his family have lived in the Groves since 1986, and resides on Compton Road.
DONALD P. WIDING
Vice Chairman
Donald P. Widing has been a resident of Loxahatchee Groves since 1974. He is married with two children and three grandchildren. Mr. Widing earned Bachelor of Public Administration and Associate Science degrees and is a graduate of the National Fire Academy's Executive Fire Officer Program. Mr. Widing was recently designated as a Chief Fire Officer by the Commission On Fire Accreditation International. Mr. Widing is the Chief of Fire-Rescue for the City of Oakland Park, Florida. Mr. Widing retired from the City of West Palm Beach, Florida, Fire-Rescue Department after 27 years of service, serving as Interim Fire Chief, Assistant Chief, and Chief of Training & Professional Development. Mr. Widing is an adjunct faculty instructor for Palm Beach Community College and is involved in numerous emergency management, environmental control, and community disaster preparedness activities throughout Florida.
DARLENE CRAWFORD / Secretary-Treasurer
Ms. Crawford holds a Bachelor of Science degree in Nursing from the University of Florida and a Master of Science degree in Nursing from the University of Miami, and currently works as an Advanced Registered Nurse Practitioner for Palm Beach Inpatient Specialists.
Ms. Crawford grew up in Boca Grande, Florida, and moved to Loxahatchee Groves in 1995. Her family has lived in the Loxahatchee Groves area since the 1980s.
Ms. Crawford is a mother of four children, ages 13, 10, 8, and 3.
Ms. Crawford is actively involved in the local community, is a member of the Loxahatchee Groves CERT team, and serves as lead medical staff for the Town of Loxahatchee Groves POD. Ms. Crawford is honored to serve her fellow landowners.
JOHN RYAN
Deputy Secretary - Treasurer
John Ryan has an undergraduate degree in Economics from Georgetown University and an MBA degree from the University of Virginia. His business career has included corporate and commercial finance, international utility construction, and several years with the Federal Deposit Insurance Corporation. He is currently employed by Ocwen Financial Corporation.
John and Elise Ryan have been married for more than 40 years, and they have three children and eight grandchildren. The Ryans moved to Loxahatchee Groves in 1998. In addition to remodeling their home, they converted the citrus grove portion of their property into a wholesale nursery that Elise operates as Color Garden Farms.
John believes that the rural / AgRes character of Loxahatchee Groves is important and should be preserved in a manner that benefits all residents and landowners. He wants to see the Water Control District operate as a cooperative and constructive partner with the new Town and with Palm Beach County.
ROBERT SNOWBALL
Board Member
Mr. Snowball was elected to the Board of Supervisors on June 26, 2000. He owns a roofing supply company in Pompano Beach, Florida.
Administrative Staff
CLETE J. SAUNIER, P.E.
District Administrator and District Engineer
Clete Saunier has served as the District Administrator and District Engineer of the Loxahatchee Groves Water Control District since 1997. His responsibilities include general management of all District operations; design, permitting, and compliance monitoring; financial administration; and contract management. He is also responsible for maintaining relations with various agencies and departments, including the South Florida Water Management District, Department of Environmental Protection, Palm Beach County Engineering Department, Palm Beach County Planning, Zoning, and Building Department, Western Communities Council, Palm Beach County League of Cities, and other county, state and federal agencies.
A graduate of Texas A&M University, Mr. Saunier has Bachelor of Science degrees in Engineering Geology and Civil Engineering. He is a licensed professional engineer in the State of Florida with over twenty years of experience in the private and public sectors. His previous experience as Director of Civil Engineering for a large A&E firm in the Midwest involved the creation and management of the firm’s civil engineering department. As a private consultant, Mr. Saunier maintained active engineering licenses in 44 states and the District of Columbia and provided site development services for several nationally recognized companies including Wal*Mart Stores, Circuit City, and The Home Depot.
Mr. Saunier currently serves as President of the Florida Association of Special Districts and is a member of the Florida Engineering Society, National Society of Professional Engineers, and American Society of Civil Engineers.
